I did start having problems with the tires at some point, and when I took it to local bike shop they said that I needed to replace the tires and the type of tires I needed aren't made anymore. It needed almost nothing at all, just oiled it up and adjusted the cables and it was good to go. I bought this 1977 Schwinn Varsity in 2010 and it helped me lose 100+ lbs way back when. If it's carbon, a specialist repair shop may be required. Take it to your Local Bike Shop and ask them. We probably can't tell from a picture just what condition your bike is in.
